Fleeing Car Crashes In Neighborhood

 Information from Seattle Police Department Blotter:

Detectives Investigating Friday Afternoon Shooting and Car Crash in Laurelhurst Neighborhood

Police arrested two people after a woman called 911 and reported they had just pointed a gun at her in the 4700 block of Ravenna Avenue North around 2 pm Friday.

Police arrived in the area within moments and spotted a grey Toyota sedan fleeing the area. Officers briefly followed the vehicle before it crashed at Northeast 41st Street and Mary Gates Memorial Drive. Three occupants bailed out of the car and fled the crash on foot leaving behind a rifle in the car.

Officers searched the surrounding neighborhood and arrested two of the suspects and continue to search for a third person.

The victim told officers that this all began as a fight disturbance a few days ago and has continued to escalate resulting in a shot being fired today.

Detectives with the Gun Violence Reduction Unit are taking over the investigation and will work with prosecutors as the case moves forward.

Driver Under Influence Takes Right Turn Onto Sidewalk On NE 45th Street

A white older model construction truck is currently blocking the sidewalk on the corner of NE 45th Street and 43rd Avenue NE. 

Multiple police cars are on the scene, as well as a large tow truck.

Police said that the driver was under the influence (DUI). The officer also added that no one was hurt. 

The side of the white truck says "R & R Construction Inc.  Carbonado, WA"

Seattle Police Department's 37th annual Night Out coming up on August 2nd and registration  is open now.

SPD says about the event:

Night Out is a great opportunity to celebrate your efforts to keep your neighborhood safe. Pat each other on the back for your continued involvement and dedication to public safety. It is also a great time to invite new neighbors to join you and talk with friends and family who may not enjoy the benefits of a Block Watch about getting one started.  

Night Out is a national event promoted in Seattle by Seattle Police Department Crime Prevention. It is designed to heighten crime prevention awareness, increase neighborhood support in anti-crime efforts, and unite our communities.  Night Out is traditionally held the first Tuesday night in August.

Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie to make our neighborhoods safer, more caring places to live. It is designed to heighten crime prevention awareness, increase neighborhood support in anti-crime efforts, and unite our communities. Furthermore, it provides a great opportunity to bring police and neighbors together under positive circumstances. To sum it all up, you close down the street and have a party with your neighbors and invite the police.

Councilmember Pedersen Update on Seattle Police Department Staffing

# of Officers Decrease, Police Response Times Increase

In my newsletters in April and May, I detailed the alarming reduction of officers and detectives at SPD – losing nearly 1/3 of our frontline officers and detectives, even as our city’s population has gone in the opposite direction:  growing by 25% in the past 10 years -- from 600,000 people in 2010 to nearly 750,000 people today.  Meanwhile, we still don’t see sufficient emergency response alternatives in place yet. So it should be no surprise that it’s taken police longer to respond to violent crimes in progress (Priority 1 calls) and they are frequently unable to show up for the lowest priority calls. s I have mentioned repeatedly, I am very concerned about the policing staffing crisis after having lost more than 300 officers and detectives over the past 2 ½ years. No other City department has lost more than 1/3 of its frontline workers and, for a department needed for a holistic approach to public safety, I believe this warrants special attention.  Based on what I heard firsthand at these rollcalls, a lot of work needs to be done to rebuild trust.  I’m afraid this attrition of officers AND detectives will be much worse next month because of a new State law (SHB 1701). Unfortunately, that new State law financially incentivizes officers eligible for retirement to retire by July 1, 2022 before a special benefit expires.  I look forward to Mayor Harrell’s forthcoming safety plan, which hopefully includes a compelling strategy for not only recruiting but also retaining our experienced officers. We need to refocus our efforts on retention – we need to retain highly trained officers because recruiting takes such a long time and we are losing many more officers than we are recruiting.  I appreciated the compromise Resolution and Council Bill that Council adopted by a 6 to 3 vote on May 24, 2022 -- and we need to do more. Here are the remarks I had prepared for the Public Safety & Human Services Committee on June 14, 2022:

“Many City leaders say they want to craft policies and budgets based on the data and yet, once again, we have this disturbing data in front of our eyes: the number of police officers is dangerously down and the response times are dangerously up and this confirms what we hear from our constituents.  I recently attended six different roll calls (at the start of their patrol shifts) and heard directly from public safety officers about their plummeting morale and lack of trust for several reasons: King County Jail often refuses to book the suspects SPD officers risk their lives to bring to justice and services, and City leaders aren’t doing enough to retain officers while other jurisdictions offer bonuses and simple gestures, such as allowing officers to take home their patrol cars and providing technology to keep them safe.  I opposed the 50% defunding push as misguided and I introduced legislation 9 months ago to retain police officers, but several colleagues rejected it. Recruiting new officers to replace the hundreds of officers departing Seattle is vital, but that takes a long time and ignores the experience of our existing officers, so I am hopeful Mayor Harrell’s public safety plan coming soon also includes immediate and robust retention actions to prevent Seattle from losing more officers.”   -- City Councilmember Alex Pedersen

Last Night Gun Shots Near Ronald McDonald House

It was reported that multiple shots were fired in the vicinity of the 3900 block of NE 50th Street, close to nearby Ronald McDonald House and Metropolitan Market. Many neighbors in the area called 911.

The Seattle Police Department scanner said that the shooting occurred around 8:50pm last night. The scanner said that 2 cars were involved - a 4 door Audi sedan that was shooting at a Mustang. The police reported that 9 shots in total were fired based off the repeated sounds.

A neighbor reported that her car was broken into on the 3000 block of East Laurelhurst Drive.  Money was stolen from a closed console compartment. There was no damage to the vehicle. 

Another car was broken into on the evening on October across from Talaris on 41st Avenue NE.  The trunk and all doors were left open running down the battery was dead in the morning. 

Another neighbor reported a garage break-in on West Laurelhurst Drive and had sports several bikes and tools taken. 

A black Wallerang Tapper electric bike, which was locked was stolen out of a neighbor's garage on October 13th. The neighbor reported that the battery was not taken, but not the charger or key to get the battery off,, "without which its just a 50 pound bike" the neighbor said.

New North Precinct Captain Seattle Police Department

The Seattle Police North Precinct, serving Laurelhurst and 23 other neighborhoods, has a new Captain replacing Captain Sano, who moved to the East Precinct. 

Captain Brian Stampfl, recently became North Precinct Captain, which includes these North Precinct Area boundaries.

Here is some information about Captain Stampfl:

Captain Brian Stampfl joined the Seattle Police Department in 1995 after serving four years with a police agency in Southern California. He was promoted to Captain in 2020 and is honored to have been assigned to the Seattle Police Department's North Precinct. 

Captain Stampfl has enjoyed a variety of assignments within the Patrol Operations Bureau, the Investigations Bureau, and assignment with the Office of Professional Accountability.

Captain Stampfl was first assigned to the West Precinct as a patrol officer where he also worked as a Field Training Officer (FTO). He later became a tactical officer and instructor for the Seattle Police Department and King County Sheriff Department's joint training academy. In 2001, Captain Stampfl moved into the Investigations Bureau where he worked as a detective in the Sexual Assault and Child Abuse Unit (SAU).  

In 2004, he was selected as one of ten detectives tasked with creating the Seattle Police department's first Crime Scene Investigations Unit (CSI). There he served as a detective and later as the supervisor of CSI. 

Tapping into his knowledge of forensic science and a passion for teaching, Captain Stampfl was invited to become an adjunct instructor at Seattle University where he taught a course in Crime Scene Investigations for over a decade. Working with college students and sharing his law enforcement experiences remains one of Captain Stampfl's most rewarding things to do.

In 2015, Captain Stampfl was promoted to Lieutenant where he was first assigned to the Office of Professional Accountability and later to the Domestic Violence and Child Abuse Unit. Having come full circle, Captain Stampfl returned to the West Precinct where he served as a Watch Commander and Operations Lieutenant. 

Now as the Captain of the North Precinct, Captain Stampfl looks forward to building collaborative relationships with the communities of North Seattle.

Since my arrival to the North Precinct, SPD as a whole has been undergoing some significant changes, many of which have forced SPD to reconsider how we approach complex and frequent crimes such as auto theft. 

My Operations Lieutenant will reviewing the recent car thefts. in this response so that the information you’ve provided can be further reviewed and also shared with our district officers. 

The officers are being asked not only to provide extra patrol to these areas, but to identify patterns, such as the ones listed in your recent Crime Report published on the Laurelhurst Blog, to assist all of us in preventing these thefts.

In addition to SPD’s own efforts, we are fortunate to have a Seattle University Masters student who will be working within the North Precinct to identify crime trends. I have already spoken to Katelyn about the rise in auto thefts and our need to address them.  She will be assisting us in interpreting the crime data and developing plans to address the crime trends.

April Neighborhood Crime Activity Report

There were no crimes listed on the Seattle Police Department report for the month of April for Laurelhurst.

The Neighborhood Private Security Patrol activity report (subscribe here) was not provided by the Laurelhurst Community Club.

Here are incidents that neighbors reported:

• Teenagers speeding throughout the neighborhood - especially through the NE 41st Street intersection and the park entrance and down the steep hill, also known as "Suicide Hill," towards 5-corners at Mary Gates Drive, Sand Point Way, endangering other drivers, bikers and pedestrians, including young children. Neighbors report speeders driving in excess of 50mph down the hill. 
• Car Prowler on 51st Avenue NE
• Suspicious person driving a maroon Volvo station wagon and wandering around and sometimes sitting on the basketball court on the lake (35th Avenue NE and NE 43rd Street)
• Aggressive man yelling and swearing and adults and children while walking up and down NE 41st Street
• Bike stolen from house on Ivanhoe

With so many businesses temporarily closed, Seattle has seen upticks in burglaries—mostly at businesses—in some neighborhoods. But Seattle police continue to investigate these crimes and have made a number of arrests for burglary and theft. Here are some ways to make your business a less appealing target for thieves. 

Police have also seen an increase in car thefts during the stay-at-home order. With hundreds of thousands of Seattle residents keeping close to home, and the City suspending 72-hour parking restrictions in many residential areas, vehicle owners are going days without realizing their car has been stolen. Our Auto Theft Unit would greatly appreciate it if you’d go, right now, and check on your car. If it’s not where you left it, call 911. If it’s still there, great. Be sure to check on it again soon. 

We encourage everyone to use the following tips every night at 9 PM (or appropriate time before you head to bed) to minimize your risk: - Bring valuables inside - Lock vehicles and park in a well-lit area - Close and lock your garage door - Check and lock all windows and doors - Turn on outside lights

Please keep in mind the importance of reporting all crime, as this helps to create statistics and data, and data helps drive enforcement and resources. Crimes that can be filed online usually do not require an in-person police response and should meet the following criteria:

• This is not an emergency situation
• The incident occurred within Seattle city limits
• There are no known suspects or information about the crime that can be followed up on
