And search by license plate number. This will only pull up those vehicles with existing violations (parking tickets and the like), but you may be able to get enough info for your needs.
This is so creepy. These kids obviously live in the area. This is awful for the victims, but I feel especially sorry for these kids, who must be consumed by self-loathing! I sincerely hope they are apprehended,and criminally charged. Appropriately harsh consequences now might help these kids turn their lives around.
